Windows' icon name background

Hello,

Is there a way to change the background of the name under an icon on the Windows
(98) desktop to transparent (so the wallpaper shows through)? [I know that the
colour of the text background of an icon is controlled by the 'Desktop' colour
under the 'appearance' tab -- I can't find a transparent setting there.]Thanks.
