web page color and accessibility

A denizen of this list posted some information to a smaller list which I thought would be of interest to people here.  With Kevin Bishop's permission, I am posting his list of sites that address the issue of choosing colors to enhance accessibility without losing attractiveness for those with normal vision:

In the interest of designing colorful web sites without sacrificing 
usability for those with color-deficient vision, I'm compiling a list of
