This is a step in the right direction, and ought to make things more
efficient for those using PHP.

At one time there was a guy writing a perl Z39.50 module that would be 100%
perl (unlike the Finsiel module, which has C++ libraries). Project seems to
have died off; haven't heard anything about it in awhile.

To the best of my knowledge, those working in a Visual Basic/IIS environment
don't have anything comparable available.
