Note:  although this is really a reference question, it does pertain to
where the best place to get info on the web is, and so I guess it fits the
criteria for inclusion on Web4Lib

That's because patents themselves are confusing to anyone who doesn't have a
legal (i.e. twisted) mind.  ;-)

The best source of information for the lay person in this case is not a web
site, but a book called "Patent it Yourself" by David Pressman, published by
Nolo Press.  The Nolo web page does have a good section on Patents:

Just be aware: the patent process is long, expensive, and arduous, and there
are no guarantees, even after your patent is granted.

I'll be happy to try to answer any general questions you have about the
patent process, with the caveat that it's been over 2 years since I worked
in a patent library.  But you can always email my old workplace and they'll
help you out:
