CSS is appearance. That's an optional extra to the content. 
Personally I use the Wannabe browser http://www.mindstory.com/wb2/ 
for my first look at a site. It doesn't do CSS,javascript, java, 
graphics, sounds, colors, fonts or tables but it does text very, very 
quickly. Maybe one page in 50 is worth looking at with all the bells, 
whistles and things that go clunk and blink which designers thing 
enhance the content.
