Encarta Africana on WinNT 4.0

Hello,
I'm in the process of configuring a PC clone.  We received a Gates
Library Initiative Grant for 50 PCs for several of our branches.  We are
running WinNT 4.0 on an NTFS drive.  Drive C: is boot drive.  Drive D:
is a hard drive with Encarta Africana installed and running from it.
Internet Explorer 5.0 (and Netscape Navigator) installed on C:.  When
administrator is logged on, Africana URL link opens IE OK.  When public
user account is logged on, Africana URL link opens dialogue box saying
"You need in install a Web browser..."  Since there are no setting
options to select in Africana, I'm guessing there must be a registry
setting to change to open the browser instead of opening that above
dialogue box.  But where?  The public user account has been changed to
remove restrictions and has been given Full Control on both drives C:
and D:.  Unfortunately removing restrictions was done after installing
Encarta and using Netscape as default browser initially.  So, I've
uninstalled, re-booted, loosen restrictions, made IE default browser,
re-booted, re-installed.  Still getting that "You need in install a Web
browser..."  Any one else run into such problems with Encarta and NT
user accounts?  Support at Gates Foundation is lacking.  Thanks for any
help.
