WHAT! Hold on a minute.  Part of my job is the management of my library's 
budget.  I get to see every invoice that the City pays out of the library's 
budget.  We are tax exempt even on our phone bills, and that includes the 
bill for the T1 connection.  Maybe its only Texas, but I would have thought 
that other states would have similar statutes granting tax exemption to 
state, county and municipal agencies.
