[WEB4LIB] Preventing Icon Dragging

Here is our setup.
Computers = PC's runnign win95
Server = WinNt 4.0 (sp6)

On every PC we install Tweakui (an add-on to the control panel - downloadable
from tucows).
In it we can set the default desktop folder.
The desktop folder is at the server.
We set the security of the folder to enable writing only by administrators.
IMPORTANT - you must set the SHARE security settings also. They are stronger
that the folder security.

Using policy editor we also prevent the users access to the control panel.

Another tip I learnt here at web4lib - if you don't want the users to change the
dektop background, set it as the browsers' background and they make it read
only.
