curious web design

Hi all,

I would imagine that this site isn't necessarily for public consumption,
but I'd have to agree that it's a tad confusing.  Having  links available
through text above the section in question and also on other parts of the
page isn't helping the issue much.  In a public library atmosphere I find
it a good idea to give people a good "target" to click on rather than, "see
that little blue bullet?"
