I recently implemented an "Internet PC" approach for our library (a public
library serving a population of about 40000).  We purchased Compaq iPAQ
"legacy-free" systems.  It's basically a disposable PC which sells for
around $500 with Windows 2000, a NIC, built-in sound, video, scroll mouse,
keyboard, etc., but with little upgradability.  For the cost, with a 3 year
warranty, it seemed the best option for an our organization, as it requires
no other upgrades (e.g. no server upgrade).  As an added bonus, they look
pretty sharp, too!
