Apparently, you didn't read my entire posting.  I drew a distinction between archival and distribution format choices. 

It's not clear to me whether conversion on the fly is the better answer, or preparing all formats on disk in advance.  But either should be readily do-able.

So?  They could put a tiff to gif and tif to jpeg cgi gateway on 
their site and offer the pages in all three formats while only 
storing them as tif.
