We get around this with a little idea we 'stole' from shrinkwrap software
licenses -
There is a line at the bottom of our policy page that says -
 
"Your continued use of this station IN ANY MANNER indicates your agreement
to abide by these regulations."
 
A variation of this is also in all written material regarding our policies
-- including a card the patron picks up when they check in.
 
SO -
If we SHOULD have to interact with a patron regarding policy violoations --
we are on strong ground -- even if they didn't bother to read the screen.
