executing from a web page

The public access computers in our library have over a dozen shortcuts on
the desktop.  I have been thinking of replacing the desktop with a web
page.  If I do that, I have two problems.

1:)  We have Granger Poetry Index running from CD ROM on our library
server.  Is it possible for that to be run from a link on the web page?
The shortcut points to r:\Granger.exe /DR:/HR if I remember it exactly.

2:)  There are two machines that allow patrons to access MS WORD from the
desktop.  Can that be run from a link on a page also?

I appreciate any help that I can get.
