I think that whether or not a library chooses to use JavaScript on their
site depends on their audience.  If they can be confident that their users
will be served by using JavaScript or other features they should do so.  

I agree that library sites should keep bells and whistles to a minimum, but
given the amount of information in the average library site, mouseovers and
dropdown menus should at least be an option.
