I haven't dealt with that specific issue, but if the caching by your ISP is 
the problem, then ask them to NOT cache your IP numbers.  Any decent ISP 
will gladly enter those numbers into their no-cache table.  We requested 
our ISP to do so when their caching showed their IP numbers to vendors 
instead of ours for IP-blocked services and products.  The problem was over 
within a day.
