The WDG Web site provides excellent support for CSS:

In particular, you will want to become familiar with the
CSS properties area which offers easy-to-use CSS documentation:

Their CSS Checker is an excellent resource for debugging CSS
style sheets.  When things don't work the way you expect, perform
this check as a first step:

  http://www.htmlhelp.org/tools/csscheck/

CSS will tend to not work correctly if your HTML is not valid
either, so you'll want to get into the habit of validating your
HTML:

  http://www.htmlhelp.org/tools/validator/

The CSS Pointers Group Web site offers a wealth of problem solving
articles:

The book: "Cascading Style Sheets, Second Edition: Designing for the Web",
by  Hakon Wium Lie, Bert Bos, Robert Cailliau, 2d edition, Addison-Wesley
