[WEB4LIB] missing file

Don't know what it does but it should be in the /windows/system directory.
Find a copy of the file on your Win95 CD-ROM or off another computer and
copy it into that directory.

NOTE: This should work. I have done it many times with other Win95 system
files. However, I've known others to have bad experiences doing this.
Consider this the disclaimer.
