probably depends on what role the web plays for your customers and within
your organization. an MLS would certainly have the edge in grokking the
audience and `big picture' goals of a library / library info service,
internal or external.

the title `webmaster' (or similar) can accompany a variety of actual job
cards, from the all-in-one renaissance person handling a company/library
website back in the early 1990's (and still the case for smaller
organizations) towards today's orientation, which is more of a project
manager imho. 

you know its time to rethink your division of `web labor' when that single
webmaster person becomes more of a bottleneck to getting things online than
a facilitator.

so how do they do it in your organization?
