who are concerned that they may not be covered by another license....

to go to the trouble of verifying that each vendor is licensed by Unisys."

In other words, if you're not sure whether the software you used to 
create your GIFs is covered by a license, they'll be happy to charge you 
$5k for your peace of mind.
