Windows NT Server question resolved -- thanks!

Many thanks to Kyle, Bobb and Thomas who showed me my mistake.  It turns out
that I had not set the security settings through windows explorer.  That's
why anonymous ftp could upload files.  Now that I have changed anonymous ftp
to read only there and took control over the files, all seems well.
