Strategy on designing web page

Dreamweaver by Macromedia is a very popular choice for web page
development.  The reason for its popularity is that it is a WYSIWYG editor
yet it introduces the least amount of non-standard HTML syntax into a page.
 If there's anything that'll make the presentation of a page on a given
browser unpredictable, it's precisely this non-standard HTML syntax.  

Dreamweaver also works exceedingly well with a text-based editor such as
Allaire's Homesite (wintel) or Barebone's BBedit (mac).  Back in the good
old days--say, last year--you could get Homesite bundled with Dreamweaver
for free.  Apparently now, it is not included in the education package.
