Locate IRC servers which are less brain-dead in their anti-clone
implementations. ConferenceRoom by WebMaster is notorious for this
behavior, though it may be a configurable option.

One item which may help would be to run identd on your proxy for such
connections. This is something which would likely require a little more
than just flicking a switch- the implementation will vary depending on
your proxy or firewall. This may allow certain IRC servers to
differentiate between multiple connections from your same IP address.

You should be able to work with the administrators of certain networks or
even the local administrators of specific servers to determine the best
means to fix the problem.
