Diagramming software

Dear Web4libbers,

I would like to know if there are software (possibly freeware) with which to design blueprint and diagram of a web site, and which allow various annotations and comments for the single page or the entire web site (I know only NetObject Fusion).

Any suggestions and comments about will be appreciated.
