Internet OPAC licenses

Is there some sort of guideline/formula for calculating how many Internet
OPAC licenses a library needs? We currently have only 2 dial in lines for
our OPAC but we will be getting a new system with a web-based OPAC later
this year. We would appreciate input on any guidelines used to figure out
how many licenses is enough to accomodate patrons. Thanks!
