I believe I found the solution!  While trying the fixes that came up on the list, I discovered that I do not get the error if prefs.js is not read only.  I had this file read only both by properties and by fortress.  When this was removed.. no error. 

Now I have to figure out how else I can protects prefs.js.   I set up a batch file to pull down a fresh copy off the server on reboot.  That is the best I can do for now.

Any other ideas?
