Problem with telnet in Netscape Navigator 4.06

I have two workstations running Netscape Navigator 4.06 that are 
locked down with Fortres and Winselect IKIOSK.  Everything seems to 
run fine (except for the occasional java script error) with the 
following exception, you cannot telnet to another site while Fortres 
security is active.  When I disable Fortres telnet works fine.  Any 
suggestions?
