Perhaps, but is that any worse that having U.S. Postal Service mailboxes in
libraries?  People use the postal service to send bombs, but that has
resulted in few limitations on it...  Of course, offering postal service
has not been a traditional part of a library.

Furthermore, there are fairly straightforward ways to avoid even
identifying oneself via IP.  See http://www.anonymizer.com , for example.

I think people who pretend to be someone else is a bigger problem that
anonymous access.
