Browser timers needed.

 I checked your page, http://sunsite.berkeley.edu/Web4Lib/faq.html, and I
 found some information on a time out timer for netscape. I was wondering
 if you have seen or heard of any kind of software and hardware devices
 that will run a timer and reset assigned programs. I am looking for some
 sort of smart card system to keep track of time on a day to day or week
 to week bases. If time on the card is used up it will close down the
 application or limit the application is some way. Added bonus to this
 dream would be that the card reader would keep the card when time is up,
 that way the library can collect the cards and reset them for returned
 use.
 
 If you can point me to any resources on this I would greatly appreciate
 it.
