How's this for being a purist...

Page 26 of the HTML4.0 specs state:
"We recommend using quotation marks even when it is possible to eliminate
them."

I teach all my students that getting into the habit of using the quotes will
help them in the long run so they don't have to worry whether or not they're
necessary.
