One of the least used services I created a while back
while exploring the many wonders of JavaScript is
called "Large Print," and it can be accessed via
http://www.thrall.org/compserv.htm

It may or may not be practical in certain situations,
but it should be relatively easy to develop a similar
Perl script, which inputs a web page and converts all 
basefont/font sizes and small tags to something
like font size=5 or  ( which is really large print for
a web browser) then output it to the browser.

Someone might say, why not simply "pump up" the
font sizes, not realizing that modifying those settings
on a public computer may produce difficulty for the
next patron.  Hence the need for the scripts above.

Some other ideas:  There are physical screen
magnifiers one may purchase, as well free or
shareware zooming utilities (check
http://www.shareware.com).  Or, as there is a large
print section in libraries, why not have a "large
print" workstation, where the browser's font settings
are substantially increased for patrons needing it.
