Proxy for IP addresses

As Vladislav said, including the proxy's address as one of the 20 IP
addresses would allow everyone who as access to the proxy access to the
database, even though they are not one of the 20 IP addresses.  This
should, however, be discussed with the vendor before implementing since it
skirts the intent of the vendor and could be illegal.
