Survey of 24 public libraries finds that filtering generates few complaints,
takes up little staff time (DRAFT) by David Burt, 1/23/98 

Summary
Twenty-four public libraries known to filter were surveyed to determine if
inappropriately blocked Internet sites and excessive staff time managing
filters created problems for public libraries. The survey suggests filters
have only a minor impact on library staff and patrons. The median number of
complaints about inappropriately blocked sites was about one every 5 months,
and the median
amount of staff time spent managing filters was 2 hours per month. The
median number of hours an Internet PC was available to the public between
complaints was 3200. The median amount of staff time spent per PC each month
was 12 minutes.
