Yes, there is room.  I still disagree with your assertion that

Medline, AGIP, MOCAT, and others. Few Libraries have links to the primary resources for various
Internet formats like zines, faqs & mailing lists. Few libraries link to the United Nations,
Country profiles online, national statistical agencies...".

I find that almost all libraries that have had websites up for awhile have such links.  I know that
we do here at Morrisville.  Many libraries create pthfinders that lead to nternet and paper based
resources.

David, you have a good idea but you need to examine more closely what libraries are doing.  It is
not clear where you looked but you missed alot of good "research guidance" areas on library
webpages.

I look forward to see such resources created by others. I apologize for my critique being so hard. 
I did go a bit over board in my reaction.
