the HTML Writers Guild <http://www.hwg.org/>.  Their website states "Current 
membership over 50,000 members in over 100 nations worldwide" and that they
are "the largest international organization of World Wide Web designers."

Among others, you may also wish to contact the International Webmasters 
Association <http://www.iwanet.org/index.html> and the Web Consultants 
Association <http://just4u.com/webconsultants/>.
