Are you sure you want to set up a client to do this and not a server?
I'm not sure you can set up a client to do this, and even if you do, 
you are dependent on folks' using the client for your security.  

I would think it would be much easier and more secure to set up an 
ftp server for this purpose.  If you are running a Unix variant (incl. 
Linux), you can use the guest account facility of WU-FTPD to set up 
accounts that are limited in the scope of the filesystem they can 
browse.  

If you are running Win95 or WinNT as your web server, the War-FTPD 
daemon will also let you specify root directories for particular 
accounts, and general permissions over those directories and files.  
And it's free.
