Netscape Communicator 4.0 and Telnet problem

We are experiencing a similar but different telnet problem. Navigator 4.03
won't allow our users to click on a link to initiate a telnet session with
our online catalog. We are running Win95. It gives this error: 
       RUNDLL
       Error loading URL.DLL The system cannot find the file specified.

Netscape's tech support page at: 
	http://help.netscape.com/kb/client/971010-5.html
does not directly address this problem, but suggests the URL.DLL file
should be downloaded and then change the Win95 registry. 

Is there a simpler solution?
