Page creation and maintenance tools for Windows 3.11

Because of the fact that you're running Windows 3.11 you're a bit limited
as to the tools you can use... However, there are a few out there that are
OK, although not great... I suggest you try Netscape Communicator -- I
believe it comes in a 3.1 version and I am sure that it has a tool for
creating pages.  I would also check with MS as to their FrontPage
software... I have used the Win95 version for a while now, and its okay,
although not perfect. Also, older versions of HotDog are available in
16-bit so is PaintShop Pro, with which I am quite impressed.  

Do a search on www.shareware.com (make sure you seflect windows 3.1
option) or www.freeware.com -- there are quite a few very impressive tools
available out there for Windows 3.11 as shareware ...

I strongly suggest you buy a copy of Windows 95 for one machine, just for
web development.   

Please note that these are my personal recomendations, and my personal
opinions.
