Netscape Communicator, sans email?

I have a message somewhere which *mentions* that Netscape
Communicator can be downloaded with only some of its
components active.  What I am getting at is a browser that does
not offer the email option, among other thinigs. 

Is this possible  ?  (I'm at work, and my computer here stalls on the
Microsoft webpage)

Can I assume you would still need third-party tools to lock down
Netscape and the workstation it is on to prevent the user from
downloading a popmail client?
