Web Site Management

I am trying to put together some information on web site management 
tools, which will assist a new web developer in deciding 
how to maintain their site, such as updating consistently 
appearing logos, text navigational aids, etc..  I have already put 
together information on the individual tools that can be used, i.e. 
server side includes, frames, packages such as FrontPage and WebCT, 
but I need to now write some advice/guidelines on which would be the 
most approriate tool to use, for given  situations.  I 
would be grateful if anyone can point me to any articles or websites 
which cover this topic, or if anyone has any advice/suggesstions to 
offer.
