Internet users in Public libraries

I would like to develop a research proposal to study users of the Internet
in the public library.  Specifically, I want to determine if these users
have no access to the Internet elsewhere (home, work, friend/relative).
The purpose of determining this would be to let public libraries know if
they are reaching the truly 'information-poor', or if more effort is
needed in this goal.

A cursory search in LibraryLit and LISA revealed only a few resources,
most of which are in England.  Does anyone know of any research, either
completed or in process, inquiring into who these Web users are?
