How does Cyber Patrol keep people off of chat rooms?  Do you have to 
identify all the sites and manually diable access?  Do you subscribe?  

At least one of our librarians has suggested banning chat rooms and 
enforcing it by "cuffing them around a bit."  However, I suspect there's 
be an investigation.
