Death Threat Woes

Actually I would assume that HotMail and the major ISP's for web e-mail
probably keep track of the IP's which access their web site.  Using that
IP it can be tracked down to the source (the library).  

We do not allow IRC or other chat rooms from our J-Dept machines.
CyberPatrol allows blocking of such, plus fortress protects (to an extent) 
against people downloading / installing software including IRC clients.
