ACLU may be about to sue Kern County

While it may be more appropriate to discuss this topic on Filt4Lib, and 
would also be very much appreciated by most Web4Lib subscribers, the 
topic nonetheless falls within the Web4Lib posting policy as being 
related to Web systems in libraries.
