Hyperterm woes

         I've used the MSIE IEAK 3.1 to create a customized browser
         for my library and have been generally pleased; life has
         become calm and stable on the public Internet access
         stations.  However, I've been stumped by the following:

         I've elected to use HyperTerm 3.0 as my telnet helper
         application because it supports pass through printing. 
         However, when I use the "run only authorized Windows
         programs" restriction in my policy file I can no longer get
         Hyperterm to come up--despite having authorized hypertrm.exe. 
         I find that allowing telnet.exe works just fine.

         I'd very much like to have my cake and eat it too here.  Is
         there a way to disable all Windows 95 programs and enable
         Hyperterm 3.0?
