Library web site guidelines

Does anyone know of info on BASIC design principles of web sites,
especially library web sites? Discussing things such as -
How many links should be on home page?
Use of template header/footer links on each page, and how these should
relate to links on the home page?

Discussions of web design I've seen tend to emphasize glitzy graphics,
frames features , etc that live more in the .com domain.
