Automatic date up-date

Changing the date will fool automated agents that rely on the HTTP header
"last modified" information into thinking that the page has changed, when it
really hasn't.  It'll cause a lot of needless reloading and indexing, in
addition to the human frustration of seeing the same pages appearing
repeatedly with no changes.  This is already a problem for some of the
people who use our agent server, even without people purposely spoofing an
update when there hasn't been one.
