Chat on public access Internet

We have limited chat and email (HotMail) to two of our six public
computers.  Students can reserve a computer but we do not at present limit
time.  That may change; we've only had the computers and Internet
connection since September.  We're sort of making this up as we go along
and we've had serveral rule changes that students have tolerated so far.  

The library is the only place on campus providing access to the Internet at
present.  Chat and email are poplular.  Students discovered chat early on
and there was some excitement and concern on my part about all the machines
doing nothing but chat.  But that is now much reduced and most are now
interested in email which seems to take a great deal less time than chat. 
I mainly worry now about frivolous printing of Internet web pages (printing
still free).
