A good feature in an HTML editor is the ability to set up
templates.  HotDog has this.  Not that it's a perfect editor--it's
aging, as Internet World noted in its review of editors this month
(they used the word "chore" three times in their description of
HotDog, if that's any hint)--but we set up universal templates
where I work so that regardless of whatever else goes wrong the
beginning and end of the page will be correct.  HotDog even
scolds me if I don't edit the title quickly enough.  

Validation, though,  as Tom Dowling has made quite clear, is an
essential skill and should be added to an HTML curriculum. 
Knowing when the validator is being silly is a function of knowing
HTML well enough.
