Database treaty

There is an article at the c-net site - specifically
http://www.news.com/News/Item (you need to search from there) - titled
"Database laws threaten research" by Margie Wylie.  It is dated April
10, 1997.  It talks about a treaty being negotiated largely out of view
that allows private companies to copyright - and charge for - heretofore
public domain government-sponsored research.  The Clinton
Administration, according to the article, supports the idea.  It is
something in which many of you may be interested.
