Is Tango Z39.50 compliant?  If not, you may want to look at managing your
data in Filemaker and then exporting it to a freeware Z39.50 server like
Zebra from http://www.indexdata.dk/zebra.html

We have used freeWAIS-sf successfully for this in the past at
http://fpc.dos.state.fl.us/fpc and http://www.bchm.org, but we are looking
into upgrading them and switching to Zebra for our current clients.
